The Trafikverket API does not have quota, it just requires a key for registration purposes. While there are no hard limits, clear abuse (for example sending tens of request per second for prolonged times, trying to overload the server) might lead to the key being deactivated. This should however not affect you, since all normal behaviour (including for example making multiple requests per second for a couple of seconds) isn't an issue.
